सञ्जय ने कहा — (आगे) यह पृथ्वी, यदि इसके गुणों और सामर्थ्य के अनुसार इसके संसाधनों का उचित विकास किया जाए, तो यह एक सदा दूध देने वाली कामधेनु के समान है, जिससे धर्म, अर्थ और काम — ये तीनों फल प्राप्त किए जा सकते हैं। धर्म और अर्थ से परिचित वीर राजा इस पृथ्वी के प्रति लालायित हो उठते हैं। सक्रियता से युक्त वे राजा इसके लिए अपना सर्वस्व भी त्याग देते हैं।

"Sanjaya said,— (continued) Earth, if its resources are [properly developed according to its qualities and prowess, is like an ever-yielding1 cow, from which the three-fold fruits of virtue, profit and pleasure, may be milked.
