गान्धारी ने कहा — जो पहले अपने आप को ही शत्रु मानकर उसे जीत लेता है, वह बाद में अपने मन्त्रियों और शत्रुओं को जीतने में कभी असफल नहीं होता। जिसने अपनी इन्द्रियों और मन्त्रियों पर विजय पाई है, जो अपराधियों को उचित दण्ड देता है, और जो भली-भाँति विचार करके कार्य करता है — ऐसे पुरुष की समृद्धि सदा उपासना करती है।
